Cambodia’s National Social Security Fund for employers and employees

What is NSSF in Cambodia?

The NSSF (National Social Security Fund) is Cambodia's national agency responsible for providing social security benefits to employees.
It is mandatory for all companies, including both Cambodian and foreign employers, and for all employees.

National Social Security Fund

Any company employing one or more workers must register both the company and its employees with the NSSF within 30 days of starting operations.
Currently, the NSSF covers three pillars:

  1. Work-related risk insurance (occupational accidents and diseases)
  2. Health care insurance
  3. Retirement scheme (effective from July 2022)

Social Security Information (NSSF)

The responsibility to register lies with the company.

  1. Companies have 30 days after starting operations to register with the NSSF.
  2. Each company must obtain its NSSF Company ID Code and certificate.
  3. The NSSF certificate must be clearly displayed in the payroll office.
  4. Employers must inform the NSSF of any changes in the company.
  5. Employers have a maximum of 3 days to register a new employee.
  6. Employers are required to register all regular or temporary employees with NSSF.
  7. Each employee receives a free NSSF membership card.
  8. Employers must submit their monthly NSSF declaration by the 20th of each month.

Registration with the NSSF in Cambodia

All companies and workers, Cambodian and foreign, must be registered with the National Social Security Fund (NSSF).

Who Pays and How Much?

1. Work Accident / Occupational Disease & Health Care Insurance

  • Rate: The combined contribution for each employee is 4% of the monthly salary.
  • Maximum contribution: USD 10 per month for high salaries.

2. Retirement Fund Contributions

  • Rate: 4% of the employee's salary.
    • Employer contribution: 2%
    • Employee contribution: 2%
  • The monthly salary used to calculate contributions is capped at 1,200,000 KHR (~300 USD).

Workplace Accidents

All employees of companies registered with NSSF are entitled to workplace accident benefits.

  • Employers must report any workplace accident within 48 hours.
  • Accident reports and associated documents can be sent via email.
  • Workplace accidents include:
    • Accidents during work
    • Accidents during commuting (to/from work)
    • Occupational diseases

Recognized medical establishments, clinics, and general practitioners are approved by the NSSF.

NSSF Retirement Fund

Since 2022, NSSF also provides a mandatory retirement fund for all employees in Cambodia.

The implementation of social security in Cambodia is excellent news for employees, providing nearly free access to care following work accidents or occupational diseases.

  • Accident and health insurance are highly beneficial for Khmer employees, and equally for foreign employees, who often had no coverage due to costly private insurance.
  • Coverage is limited to professional activities, commuting, and work-related risks, but it is a major improvement.
  • The introduction of the mandatory retirement fund in 2022 is also a significant advancement.
