Understanding conversions, renewals, new licenses, requirements, locations, and key rules.
Obtaining a Cambodian Driving License
There are three different situations to consider:
1. Conversion
Converting your foreign driving license into a Cambodian (Khmer) driving license for the first time.
2. Renewal
Renewing your existing Cambodian driving license (required every year for most categories).
New License
Taking the driving exam in Cambodia if you do not have a foreign license, or if you no longer have the original.
Although the International Driving Permit (IDP) is technically valid in Cambodia, many police officers are not aware of it. For this reason, converting your foreign license into a Cambodian driving license is strongly recommended.
A Cambodian license must be renewed every year (for most categories). If you have no foreign license, or no longer have the original, you can take the full driving exam in Cambodia. The issued driving card is then valid for 10 years.
Why a Cambodian Driving License Matters
- A valid driving license is mandatory in Cambodia to drive vehicles (motorbikes above 125cc included).
- Insurance companies may refuse claims if you do not hold a Cambodian license (for vehicles above 125cc).
- The Cambodian driving license also serves as an official ID, allowing you to keep your passport safely at home.
- Cambodian licenses are valid throughout all ASEAN countries, under the 1985 ASEAN mutual recognition agreement (Cambodia joined in 1999).
New Points-Based Driving License in Cambodia
A new points-based driving license system will soon be implemented. The license will start with 12 points, and depending on the traffic violation, up to 6 points can be deducted at once. When the 12 points are exhausted, the license becomes invalid and must be retaken after a mandatory 6 month waiting period.

Required Documents & Fees for a Cambodian Driving License
A minimum 6-month visa is mandatory. For both conversion and renewal, you must appear in person. A personal information form and a simple eye examination are required.
To convert your foreign license into a Cambodian license:
Documents needed:
- Passport copy + original
- Visa copy (minimum 6 month visa required)
- Foreign driving license copy + original
- If not in English, an official translation may be required (sometimes certified by your embassy)
- Residency certificate issued by your local sangkat (with photo)
- Five ID photos, white background (4x6)
- Medical certificate (eye exam done on site - approx. USD 3)

Annual renewal of an existing Cambodian license.

If you do not have a driving license, or no longer have your foreign original, you may take the full exam in Cambodia.
This includes:
- A written test (Khmer or English)
- A driving test
You must be under 60 years old and hold a minimum 6 month visa.
The license card is valid for 10 years.
Lost License
If your Cambodian license is lost:
- All conversion documents are required again
- Plus the police report confirming the loss
Penalties for an Expired License
If your Cambodian driving license has been expired for more than 30 days, a penalty of 1,500 to 2,000 riels per day applies. More information available for BCC members.
Where to Apply for a Cambodian Driving License
Driving licenses are managed by the Ministry of Public Works and Transport (MPWT). Applications can be completed in main offices, provincial departments, or selected shopping centers.

Can You Drive Abroad with a Cambodian License?
Yes, a Cambodian driving license is generally accepted for short stays in many foreign countries. However, rules vary:

Most destinations allow driving with a Cambodian license for temporary visits, sometimes with an International Driving Permit (IDP).

For long-term stays or residency, you will usually need to apply for a local driving license, as Cambodia does not have license-exchange agreements with most countries.

BCC Advice for Renting a Motorbike in Cambodia
You may drive a motorbike up to 125cc without a driving license.
Recommendations:
- Be extremely cautious, driving conditions in Cambodia can be risky.
- Helmets are mandatory for drivers, passengers, and children over 3 years old.
- Ensure the motorbike has a valid license plate (the police can confiscate vehicles without one).
- Use your own anti-theft system (chain, lock, etc.).
- Check the motorbike’s overall condition and test it before signing the rental agreement.
- Verify the refund amount in case of theft or accident.
- Note the license plate number. Many bikes look identical, and some keys may start several bikes.
