How the Cambodian point system works for drivers

Cambodia has officially introduced a point-based driving license system.
Announced in 2016, many people doubted it would ever be implemented. However, it became a reality on September 1st, 2022, and has been fully enforced nationwide since January 1st, 2023.

The Importance of the Cambodian Driving License

  • Holding a valid Cambodian driving license is mandatory to operate any motor vehicle (motorcycles over 125cc included).
  • A Cambodian license is also essential for insurance coverage. Most insurance companies will refuse to process a claim if the driver does not hold a valid local license.
  • The Cambodian driving license can also serve as a national ID, allowing you to keep your passport safely at home.
  • It also allows you to legally drive in all ASEAN countries, under the 1985 mutual recognition agreement, which Cambodia joined in 1999.

General Rules Of The Point-Based Driving License System

  • Every driving license starts with a total of 12 points.
  • Depending on the traffic violation, 1 to 6 points can be deducted.
  • In the case of multiple violations, a maximum of 8 points can be removed at once.
  • Point deductions are applied instantly during police checks.
  • Once all 12 points are exhausted, the Cambodian driving license is automatically canceled.
  • To obtain a new license, the driver must wait at least 6 months before retaking the driving test after cancellation.

To enforce the system, 550 electronic scanners are used nationwide. Police officers also have access to a mobile application.

During a roadside check, authorities can instantly:

  • Verify the license identity and details
  • Check vehicle registration and plates
  • Confirm license authenticity
  • View remaining points
  • Access the full history of violations and penalties

When a violation occurs, the scanner:

  • Automatically removes points
  • Immediately calculates the fine
